Kiev-15 TTL is a 35mm film SLR camera made by Arsenal in Kiev, former USSR and produced in 1980. Киев = Kiev.
Kiev-15 TTL camera is identical to more common Kiev-15 TEE, but with an international TTL markings. Seems to be produced only in 1980. These cameras are upgraded from the Kiev 10's selenium meter to a TTL CdS meter.
